Due to the recent complaint by one of our kababayan in Dongguan which I will not mention, DMW answers the concern.

Below outlines the steps to do to fix issues related to having similar names with other DMW watchlisted workers.

As Overseas Filipino Workers (OFWs) based in Dongguan, China, many of you have faced challenges when it comes to securing your Overseas Employment Certificate (OEC) before returning to the Philippines. The recent transition to the new POPS-BAM system has led to complications, especially for those with similar names to other watchlisted workers. In this article, we’ll explore steps you can take to address this issue and streamline the process.

The issue arises when an OFW’s name closely matches that of another individual with derogatory records. Despite differences in middle names, the system flags the OFW as “OFW Adjudication Watchlisted.” As a result, obtaining an online OEC exemption becomes difficult.

What to do?

1. Gather Your Documentation

Before taking any action, ensure you have the necessary documents:

โ—     DFA-authenticated (Apostille) NBI Clearance: This document proves your good standing and criminal record clearance.

โ—     GZ consulate-verified employment contract: Submit this contract to the POEA main office to update your records.

2. Contact the Department of Migrant Workers (DMW)

While the Migrant Workers Processing Division (formerly Balik-Manggagawa Processing Division) handles evaluation and documentation, they cannot directly address this concern. Instead, reach out to the DMW through official channels:

โ—     Adjudication Bureau: Email adjudicationbureau@dmw.gov.ph.

โ—     Records and Registration Bureau: Email rrb@dmw.gov.ph.

3. Explain Your Situation Clearly

In your communication with the DMW, provide the following details:

โ—     Your Full Name: Clearly state your full name, emphasizing any differences from the watchlisted individual.

โ—     Specific Concern: Explain that you are unable to avail the OEC Exemption Facility due to the watchlisted status.

โ—     Impact: Describe how this affects your travel plans and the inconvenience of visiting the POEA/DMW in person.

4. Be Patient and Persistent

Understand that the DMW is actively working to improve services. While the existing POPS-BAM system remains a challenge, your case has been prioritized. Be patient and follow up periodically to check for updates.

5. Seek Assistance from Your Consulate

Contact the Philippine Consulate in Guangzhou (GZ) for additional support. They may provide guidance or liaise with the DMW on your behalf.
