DGFilcom By-Laws
Article 1
Name: “The Filipino Community of Dongguan, China”, which also can be referred to as “DGFilcom”.
Description. A non-profit organization of Filipinos and Filipino groups who are working, studying, or doing business located primarily in the Greater Dongguan and neighboring cities.
The official emblem is a 500 x 500 pixel PNG file– 26.2 kB.

Article 2: Mission and Vision
Mission
To create a cohesive community of Filipino workers and resident in Dongguan that can actively participate in the Filipino culture preservation, and welfare, and bringing pride to the Philippines through social responsibility.
Vision
To see enthusiastic thriving Filipino community in Dongguan by the end of 2027.
Article 3
Generally, all Filipinos living in Dongguan can be members of DG Filcom. This includes OFW, Permanent resident, Businessman, Students, Dependents and any Filipino in Dongguan but does not fall in any other categories above.
Only qualified Filipinos can be part of the governing body. (Qualifications is indicated in Article 11).
Members should participate and show support on most planned programs and activities.
Expulsion: If a person proves detrimental to the organization, disruption of peace and order, participation in illegal activities. Besmirchment of the organization’s reputation.
If disputes cannot be settled, Consular office will be asked to mediate.
Article 4 – Organization

Trustees. The trustees is in-charge of the preservation of the mission and vision. They will review the mission and vision every 3 years. (YR 2024, 2027, 2030 and so on).
The Board of Trustees is a group of people composed of at least 7 people to preserve the values, mission and vision of the community. The members of the trustee must be and odd number to ensure decisions are made by majority voting.
The main job of the Board of Trustees is to ensure the values of the organization will pass on through migrant worker working in Dongguan. Needs to recruit new advocates to the group. Needs to notify the group when resigning or leaving Dongguan permanently.
Among the trustees, will the set of officers be elected by majority voting upon the nomination of one of the board members.
This is an advocacy job. Expect no salaries.
President
- Oversees and controls all the affairs of the organization
- Approves documents.
- Performs any other duties required to him by the trustees.
- Must have served as a member of the Board of Trustee for at least one year.
Vice-President
- Assist the president in all the affairs of the organization.
- Exercises the power of the president in case of his absence or inability to function.
- Must have served as a member of the Board of Trustee for at least one year.
Secretary – keeps the minutes of all meeting and all organization records. Gives notices as required by the by-laws.
Treasurer – keeps and maintains all fund of the organizations. Render reports and accounting.
Auditor – makes a regular review on the treasurer’s record. Make sure the accounting is accurate.
Article 5 – The Officers
Officers of the organization shall be the following:
- President
- Vice President
- Secretary
- Treasurer
- Auditor
The officers can be reelected for a maximum of two years.
Each office term will be for one term.
The officers are voted by the trustees (and district coordinators).
Article 5 – Duties of Officers and Trustees
All Members of the Trustees are expected to exhibit fineness in providing voluntary service through this group as this is considered the training ground for the forthcoming Officers. Specifically, a trustee is expected to
A. Actively participate and show support on most, if not all, of the planned programs and activities. Including, but is not limited to, financial and in-kind assistance, and voluntary service.
B. Carry out the organization’s vision and mission.
C. Must promote friendship amongst Filipinos, locals, and fellow expatriates.
D. Protect the intellectual property rights of the organization at all times specially in using official emblems during correspondence to any groups internally and externally.
E. Assist in the information dissemination related to DGFilCom events, public announcements, etc.
F. Assist Filipino new comers in Dongguan to be involved and get-known in the community.
G. Support all recognized and acknowledged Filipino groups and interacts well to unite all groups.
H. Consistently brings out ideas to further improve the DGFilCom core group.
I. Be an ambassador of the Filipino culture and values to our host country and other foreign groups.
J. Adhere to all laws and regulations of the host country China.
There must be at least one meeting per year.
There must be a meeting before an event for consultation, coordination and present the final plans for the event.
All district coordinators are invited to event meetings. Quorum is met is 50% of trustees and district coordinators are met.
If there is strong opinion from any of the district coordinators, the trustees reserve the right to make the final decision.
Expulsion from being a trustee:
Any member of the Trustee may be suspended or removed from office by majority of the vote of the present Trustees due to the below circumstances.
A. Failure to carry out the duties of the office
B. Failure to act in the best interest of the organization
C. Was deemed detrimental to the organization
D. Became the former President and Vice-President of any groups
F. Physically left Dongguan, China
G. Inactivity to the group
Article 6 – Contracts and Memorandum
All contracts in behalf of the organization must be signed by the President, Vice President and Treasurer.
In the absence of any of the above, any trustee assigned by the President will take charge in behalf of the absentee.
Article 7 – Continuity Plan and Dissolution
In the event that DGFilcom will not be able to function due to officers or Board of Trustees have resigned, inactive or removed from office, a member of the Board of Trustees shall take over all duties until such time that a qualified member is elected or appointed.
